The small round picture on a profile is a thumbnail. The full-size version is a normal photo in the Profile Pictures album, and Facebook opens it in the regular photo viewer when the audience allows it.
On a phone, the same links open in the Facebook app or on m.facebook.com. Tap the picture, then tap it again to go full screen.
The cover photo is the wide picture across the top of a profile. On the profile itself, Facebook crops it to fit that strip. The whole photo sits in the Cover Photos album, and it opens uncropped in the photo viewer.
