The small round picture on a profile is a thumbnail. The full-size version is a normal photo in the Profile Pictures album, and Facebook opens it in the regular photo viewer when the audience allows it.
On a phone, the same links open in the Facebook app or on m.facebook.com. Tap the picture, then tap it again to go full screen.
Profile lock is the one thing that closes this door. When a person locks their profile, people who are not their friends lose the full-size profile picture and the full-size cover photo.
