No, and no tool can. Anything set to Only me or Friends stays hidden. What this does is gather the parts of a locked profile that are still public, which is usually more than people expect.
Why do I still see a profile picture on a locked account?
Because Facebook keeps profile and cover photos public by default, even in Locked Profile mode. The person has to change that separately.
Someone else tagged them. Can I see that?
Sometimes. A tagged photo follows the privacy of whoever posted it, not the person tagged. If their friend posted it publicly, it stays public.
