Facebook has no single private switch. A profile is a set of sections, each with its own audience, so a private profile usually means a person who set most of them to Friends. Even then, a few things stay visible to everyone: the name, the current profile picture, the current cover photo, and whatever public posts, tagged photos and liked Pages they never revisited.

On a carefully locked-down profile that may be the profile picture and the mutual friends. On the average private profile it is a good deal more, because the tagged photos and the liked Pages belong to other people's audience settings.
Profile lock is the strong version, available in India, Bangladesh, the Philippines, Egypt, Vietnam and a growing list of countries. It hides the full-size profile picture, moves every older public post to friends-only, limits the About page and turns on tag review in one step. A locked profile shows a non-friend almost nothing, and there is no way around it that does not involve being added as a friend.
A private profile outside those countries is put together by hand, and hands miss things. That is where the tagged photos, the public comments and the check-ins made by friends come in.
Sites that promise to unlock a private profile want a login or a payment. They have nothing behind the button.
