Followers, following and friends are three different lists
Followers: people who see their public posts in their feed without being friends. Sending someone a friend request usually makes you a follower too, until they answer.
Following: the profiles and Pages they chose to follow.
Friends: the two-way connection. Friends also follow each other by default.
Each list has its own audience. Someone can hide their friends but leave their followers public, or the other way round, which is why one link opens and the next one does not.
How to see someone's followers on Facebook
Paste their profile link above and open the Followers link.
If you see a list, it is public or visible to you. Scroll it like any other list.
If the page is empty or sends you back to the profile, they do not allow followers, or they show the list to friends only.
Try Following as well. Many people hide one list and forget the other.
Mutual friends: what you can still see
Mutual friends are the people who are friends with both you and them. Facebook shows you that list even when their friends list is set to Only me, because those people are already your friends. You need to be logged in, and you only ever see the overlap with your own friends.
Facebook once had a page that showed what two other people had in common. It is gone. Today the only mutual friends anyone can see are the ones between themselves and another profile, and any site that promises the overlap between two strangers is guessing or asking for your login.
Why a list will not open or looks short
They set the list to Friends or Only me.
They do not allow followers, so there is no followers list at all.
The profile is locked, which keeps lists for friends.
You are not logged in. Logged out, Facebook shows almost no lists.
Some people in the list hide themselves from it with their own settings, so the count and the list can differ.

How can I see someone's followers on Facebook?
Open their profile and choose Followers, or paste their link above and open the Followers link. It shows the list only if they allow followers and its audience includes you.
Can I see who someone follows on Facebook?
Yes, when their Following list is visible to you. Open the Following link above. It lists the people and Pages they follow.
Can I see mutual friends if their friends list is hidden?
Yes. Facebook still shows you the friends you have in common, because they are your friends as well. You need to be logged in, and you never see their other friends.
Can I see the mutual friends of two other people?
No. Facebook removed the page that compared two other profiles. You can only see the mutual friends between you and someone else.
Does someone know if I look at their followers or friends?
No. Opening someone's lists sends no notification. Only following them, sending a request or reacting shows them your name.
Why does someone have more followers than friends?
Followers include people who sent a friend request that was never answered, plus anyone who follows their public posts. A public figure or creator profile can have thousands of followers and few friends.
